Small and developing countries like Pakistan,Bangladesh, Brazil and Canda has more stroonger health warnings on the tobacco products than India. The Indian governemnt is working under the guidance of tobacco industrices and accepted a lighter X-Ray lung picture which is some time has been understand as butterfly or two persons talking by a lay man. An independent study was conducted by the NGOs VHAI working against tobacco in India in 2009 and has suggested more sticker pictorial health warnings for all tobacco products. The state governemnt have already increased VAT on tobacco taxes from 12.5% to 13.75% and have imposed 7% entry tax on all tobacco products. Another Rs. 2/KG up to 250KM on carrying toabcco products in state and Rs. 4/KG for more than 250 KM as road tax on all tobacco products. As the state is only importer of tobacco products and state governemnt is comitted to make the state as tobacco free in India. The Chief Minsiter, Prof. Prem Kumar Dhumal has accepted the importance of tax on tobacco products and he elabotated that the state govt. is taking steps to decrease demand for tobacco products and control new users. He elaborated this in the meeting with HPVHA delagation who met on 12th October. The delegation demand more taxes on bidi which is lowest 5% in India as compare to another state. The delegation demanded to increase the VAT on bidi to 13.75% and demand for the uniformity in the VAT on tobacco taxes. About 100 representatives and heads of educational instituions of Shimla city were gethered in the workshop. Dr. D.S. Minhas the DGP, HP and Dr. Srikant Baldi, the Principal Secretary Education have jointly presided the workshop for three long hours at HHH Conference Hall. The heads of the educational isntitutions have agreed to make their isntitutions a Tobacco Free. They agreed to start a campaign with the civil society and government to control the sale of tobacco products in the 100 yards of any educational isntitutions which is prohibited under COTPA,2003. The institution heads has urged HPVHA for the formation of health corner in their istitutions and discussion on the ill effects of tobacco with the students and parents in the coming PTA meetings. The tobacco consumption and other chemical drug is increasing alarmingly among the school children. As about 40% of school children are using any form of tobacco products the primary factor for the chemical drug abuse. Both the top bureaucrats have put there valuable inputs to control the increasing demand for these products in Himachal Pradesh. Controlling the epidemic of tobacco among women is an important part of any comprehensive tobacco control strategy. World No Tobacco Day 2010 aims to draw particular attention to the harmful effects of tobacco marketing towards women and girls. It highlights the need to ban all tobacco advertising, promotion and sponsorship in accordance with the constitutions or constitutional principles of various countries.<br /><br />On World No Tobacco Day 2010, and throughout the following year, WHO will encourage governments to pay particular attention to protecting women from the tobacco companies' attempts to lure them into lifetimes of nicotine dependence. By responding to WHO's call, governments can reduce the toll of fatal and crippling heart attacks, strokes, cancers and respiratory diseases that have become increasingly prevalent among women. Tobacco use could kill one billion people during this century. Recognising the importance of reducing tobacco use among women, and acting upon that recognition, would save many lives. <br /><br />Women have been extensively targeted in tobacco marketing, and tobacco companies have produced brands specifically for women. Several examples of tobacco ads and promotions targeted to women indicate that such marketing is dominated by themes of both social desirability and independence, which are conveyed through ads featuring slim, attractive, athletic models. Defining a self-image is an important developmental task during adolescence. Attractive images of young smokers displayed in tobacco advertisements are likely to "implant" the idea of initiation of smoking behaviour in adolescent minds as a means to achieve the desired self-image. Therefore, it is not surprising that adolescents generally notice and respond to messages in tobacco advertising and promotion.<br /><br />Women comprise 20% of the world’s more than 1 billion smokers, as per WHO Report on the global tobacco epidemic, 2008. Tobacco use causes a wide variety of cancers, including cancer of the lung, mouth, and the esophagus, and puts tobacco users at the risk for heart attacks, strokes, emphysema, and other life threatening diseases. Himachal Pradesh Voluntary Health Association (HPVHA) is distributing these signages in Shimla city. The people in the city are accepting the signages only some are not accepting it. Every educational institutions have to put the signages on the boundary walls "The Sale of any kind of Tobacco Product is prohibited within the 100 yards of this educational institution. The restaurant and bar owners have to put the "Smoking Here is and offence" and they have to nominate one person to implement the COTPA, 2003 in their premises. They are all authorized to stop smoking in their own premises. It was notified on 3rd, May 2009 that no tobacco products will be sold without the pictorial warnings in 40% of the packet area. Which was earlier notified in 15th March, 2008. The health warning shall change after every six month period. The change was supposed to be undertaken from 1st June, 2010 on the occasion of World No Tobacco Day, 2010. The notification was published on 5th March, 2010 in The Gazette of India. Few days back Center government published another notification to postpone the matter till 1st December, 2010. This changes were done only due to the lots of pressure from the tobacco industries. As they have good advocates to fight against the law. The people suffering from tobacco use have no advocates to make pressure on the government.
